Located on the North Dakota State Capitol grounds in Bismarck, The Liberty Memorial Building features the typical federal-style design. It was originally built as additional office space for state agencies and to mark the end of World War I. It is the oldest building that still stands on the Capitol grounds, which could be a contributing factor to its hauntings.

The name of the ghost that was rumored to haunt the building was dubbed the "Stack Monster." It's uncertain whether this ghost still lingers, as it hasn't made itself known since the 1980s. Some think the ghost stayed in the old building when The Historical Society moved to a new heritage center. During the time the building was being haunted, there were several strange occurrences that included footsteps, shadows, and disembodied voices.
